Louisville Metro Council’s long ethics nightmare may not be officially over, but the fat lady has certainly started to sing. At 11:48 a.m. Friday morning, September 9, Louisville Metro Councilwoman Dr. Judith Green (Dem., 1st Dist.) delivered the following letter to the Council Clerk’s Office:
Please Be Advised: Effective immediately, I do hereby resign from my position as Metro Councilperson from District One Metro Louisville. It has been my privilege to represent the residents of District One. Respectfully submitted, /s/ Dr. Judith Green.
Green’s resignation letter came hot on the heels of a ruling—signed at 11:22 a.m. this morning—in which Metro Council Court Chairman Kelly Downard (Rep., 16th Dist.) agreed with the motion from the Charging Committee that Green be prohibited from introducing any witnesses or other evidence at her removal hearing, due to the fact that she has consistently refused to respond to a subpoena for documents and has refused to provide a witness list or exhibit list as required by the Metro Council rules.
Just last night, at a rally of a couple dozen of her supporters, Green said "I'm being crucified. I'm being put up on the cross," but insisted that she would not resign her post. Various speakers at the rally expressed the belief that the ethics charges pending against the West-End Dentist were motivated by racism.
Metro Council Member Judy Green says she will not resign before removal hearing:
Louisville’s Metro Ethics Commission issued a reprimand ruling on July 5, finding that Councilwoman Judy Green intentionally violated Metro Council rules related to taxpayer-funded grants she requested and directed. The reprimand involved her request for a kick-back from the non-profit group 100 Black Men of Louisville, which allowed Green to redistribute grant monies to non-qualifying groups. Less than a month earlier, the Commission issued a reprimand and suggested that Green be removed from office for misconduct related to the “Green Clean Team” summer jobs program.
Dr. Green’s letter of resignation was immediately given to Metro Council President Jim King (Dem., 10th Dist.), who indicated that, under the rules of the Louisville Metro Council, the resignation will not take effect until the next meeting of the Council on Thursday, September 22nd. King noted that, while the letter has been received, it will still be the majority decision of the Metro Council Court to determine if it will move forward with removal proceedings.
Louisville Mayor Greg Fischer issued the following statement: "I appreciate Judy Green's willingness to serve her community. I encourage the Metro Council to move swiftly to name a replacement to ensure that residents of District 1 have representation in city government."
Metro Council Court Chairman Kelly Downard responded to the Green resignation with the following statement: “Councilwoman Judith Green has publicly announced her resignation from the Metro Council today. The Metro Council Court will continue with their planned hearing at 12:30 p.m. on Monday, September 12, 2011. After consultation with the Jefferson County Attorney, the Court will consider whether or not to move forward with the removal process. Should a majority of the Metro Council Court decide to move forward, we will immediately begin the removal process.”
The Metro Council Court is currently scheduled to hold meetings on Monday, September 12 through Wednesday, September 14. Each hearing is scheduled to start at 12:30 p.m. and the Metro Council Court has reserved the right to extend the scheduled meeting days if additional time is needed.
The Metro Council Court removal hearings will be telecast live on Metro TV (Insight Channel 25), online at www.louisvilleky.gov or in person by visiting City Hall (601 W. Jefferson Street). Seating for Metro Council Court hearings is limited, and citizens interested in viewing the meetings in person, will be allowed to enter the Council Chambers at 11:00 a.m. prior to each hearing.
